Combine webrtc/api/java/android and webrtc/api/java/src.

Combine webrtc/api/java/android and webrtc/api/java/src.

It used to be that there was a Java api for devices not running Android
but that is no longer the case. I combined the directories and made
the folder structure chromium style.

I created a bug. This is not really change that is needed per say but rather a
change that I think makes sense. Then, we don't have to think about which files
should be under android and which should be under java.

"makes sense" from a code organization pov is good enough for me just as long as
it's documented in a way that makes it clear when going through the change log
in the future.
