It complains about the webrtc/video_frame.h file, not being in any gn target. It
contains the declaration of the EncodedImage class (which otherwise lives in
video_common). Easy options:

1. Add the file to the webrtc_common target.

2. ignore the problem with NOPRESUBMIT=true.

I'd prefer to not actually touch EncodedImage in this cl.

Yes, it is related to the new presubmit check. The presubmit check will check
all the affected files and webrtc/video_frame.h is affected.
I created https://bugs.chromium.org/p/webrtc/issues/detail?id=7616 but we have
86 orphan headers around so maybe it make sense to only run the check on
newly added files?
