Add CSSInterpolationType specific ConversionChecker

Add CSSInterpolationType specific ConversionChecker

This change refactors the CSS ConversionCheckers to inherit from a common
CSSConversionChecker class that removes some of the boiler plate code in
using the InterpolationEnvironment.

This patch introduces no changes in behaviour.
