Add SentToInputFpsRatioPercent UMA metric on send side

Add SentToInputFpsRatioPercent UMA metric on send side

New metric is a ratio between SentFramesPerSecond and
InputFramesPerSecond. It's needed to measure how much of input frames
are actually sent.
