[pinpoint] Increase the Swarming execution timeout.

The execution timeout needs to be long enough to run full benchmarks for 10-20
repeats (2-4 repeats with sharding), and the expiration timeout needs to be long
enough to queue up 5-10 swarming tasks on the same bot.
