In order to unblock the Chromium roll into WebRTC we have to add a dependency on
desugar.

This is needed after Java 8 has been enabled by default for Chrome on Android
(https://chromium.googlesource.com/chromium/src/build/+/220748ca2c44ffd13a238f...).
