Move webrtc/{tools => rtc_tools}

Leaving compatibility script in webrtc/tools/compare_videos.py to
avoid breaking our video quality tests in Chromium.
Forwarding GN targets are left in webrtc/tools/BUILD.gn.

PTAL, trybots on PS#3 (PS#4 only adds the root files).

Chromium trybots doesn't work for unknown reason, but I've tried the change
locally (passing compile) although I didn't run the browser_tests that our
chromium.webrtc.fyi bots do but I think we'll be fine.
