I think I've removed all known obstacles to removing this file now. The
linux_internal failure looks like a flake.

Do we need a PSA before landing? Earlier related PSAs haven't mentioned this
particular header file.

You can probably just send out an announcement that the file has been removed
(once we know that this CL sticks). It's very easy for users to just switch to
using the new header.
