Adding target to track asm_defines.h

This header is only included by .S files and they are not parsed by
GN, so no other changes are required.

Yup---the only point of this target is so that we don't have to have exceptions
to the "all files are in a build target" rule.

Exactly. If in the future someone will add an #include of this header somewhere
in the
codebase, GN will be able to complain if the target is not in the deps list.
If it is not in a build target it will fly under the radar.
