I realize this is a quick-fix. Are you planning to add support for multiple
unsignalled streams in future, or are you hoping this'll clear up the problems?

I'm a bit curious as to what happens to all the frames that get sent before
signalling is complete. It seems like it's being used for the intent of
shortening startup times, but if we're essentially throwing the packets away,
does it actually achieve that?
