Revert of Disable flaky test VideoProcessorIntegrationTest.ProcessNoLossChangeFrameRateFrameDropVP9 (patchset #1 id:1 of https://codereview.webrtc.org/2568743007/ )

Reason for revert:
Trying to re-enable this test as we're now using a newer Clang version (289944-2).
