Reason for revert:
The delay stats are high.

Original issue's description:
> Update histogram "WebRTC.Video.OnewayDelayInMs" to use the estimated one-way delay.
> Previous logged delay was: network delay (rtt/2) + jitter delay + decode time + render delay.
