Year shouldn't actually change if you're just moving a file. Only set to 2017
for new files.

This is a new file. It just looks very similar to an existing file (because all
files have identical boilerplate, and I moved two lines of comment and one line
of code from there to here), and git noticed.

But it's an arbitrary distinction. I can change it if you want...
