Source of flakiness could have been the 50% packet loss. Reducing to 5%, which
should be easier on the BWE, and which seems to be enough to trigger FlexFEC
within 30 secs. Ran tests 100 times locally without failure.

Also took the opportunity to reduce the number of tests. The RTP header
extension tests do not need to be duplicated over codecs, as that should be
codec independent.

The win_x64_rel fail is another flake :)
