New gn target video_frame_api.

New gn target video_frame_api.

This is in preparation for https://codereview.webrtc.org/2517173004/,
which needs some updates of downstream dependencies. This cl adds the
target to api/BUILD.gn, creates the directory api/video, and a single
harmless include file there.

I tried gathering it in one place at some point (common_video I believe).
I think it was not possible to just put it into a config for some reason, but
I'm sure there is a way to do it better than now (I just never looked more into
it).
