Another step forward. Restores framework build support and fixes a link issue.
Still need to update license generation and delete unused helper scripts.

Changed static library generation back to using libstatic because using ld -R
-static caused binary size increase in final linked application.

Was intended to be like gn clean, where it only takes one command.
Maybe we can move this script to Python, then we can have easier/better command
line arg parsing.

Something bad happening with trybot presubmit so I ran presubmit locally and
committed manually.
