Prep to remove APM-related #defines from voice_engine_configurations.h

Make sure that WEBRTC_VOICE_ENGINE_AGC, WEBRTC_VOICE_ENGINE_ECHO, and
WEBRTC_VOICE_ENGINE_NR are always defined.
