Makes header files which are only ever mentioned in build files get a count of
zero. E.g., webrtc/p2p/base/sessionid.h and webrtc/pc/mediasink.h.

I think you want to include *.gni and *.gypi files as well to be sure.
At least the latter should have plenty of mentions of .h files.

Ok, I now ignore all *.gn* and *.gyp*. As long as we don't accidentally ignore
any actual source files, it doesn't matter if the exclude patterns are a bit
wider than necessary.
