Where's the implementation of this now that video_capturer.cc is removed?

This is now a pure interface that just extend
rtc::VideoSourceInterface<VideoFrame>  with two methods. Start and Stop.

Its implemented by FrameGeneratorCapturer and VcmCapturer for use in
video_quality_test.
