Hey kjellander, please have a look at my attempt to create a GN target for this
tool :)

Let me know if the target should be placed further down the folder hierarchy --
now I placed it at the same level as the GYP target. (Also inspired by this:
https://cs.chromium.org/chromium/src/third_party/webrtc/modules/audio_coding/...)

lgtm, this looks like the right location for me.

Make sure you add NOTRY=True to the CL description if you're going to land with
the commit queue (to save some time and resources).
