Revert "Add QVGA to thresholds for initial quality." This reverts commit b38e64e9cc967c6979dbc9d1db8ebbf29e831a06. This commit causes regressions in the stream quality for CfM. BUG=chromium:622510 ,b/29285690 TEST=run on panther with hangouts with 8 clients, the video stays in HD
