I'd like to add this to the ToString implementation in
webrtc/video/video_receive_stream.cc. Not logging the string content, but
indicating this has been set. In the same way as done for pointer
configurations, e.g.:
(pre_decode_callback ? "(EncodedFrameObserver)" : "nullptr");.
