The final CL for this bug. The PSA promised it won't land until next week, but
having it ready helps WebRTC users (such as Chromium) test what will happen when
it does land.

A revert of this CL (patchset #3 id:100001) has been created in
https://codereview.webrtc.org/1965063003/ by kwiberg@webrtc.org.

The reason for reverting is: Breaks user code. Said code needs to stop using
scoped_ptr!.
