This looks safe right now, but can you move constants from:

webrtcvoiceengine.cc:511 const WebRtcVoiceCodecs::CodecPref
WebRtcVoiceCodecs::kCodecPrefs

in this CL or a followup so we don't risk adding overlapping payload types
between audio/video?
