kjellander@ can you please take a look? I think that I have posted the CL from
the right place now.

It looks like https://webrtc-codereview.appspot.com/25069004 forgot to modify
webrtc.gni (I could be wrong, I know very little about WebRTC)

I found this when auditing the defines which are different between GYP and GN.
For the sake of full disclosure, GN shipped on Android in M49. However, we do
not ship arm64 to stable as far as I know.

I added NOTRY=True to save some of our scarce trybot resources and ran our GN
trybots (although we don't have one for arm64).
