Set VideoReceiveStream members in init list.

Removes scoped_ptrs and resets, preventing some heap allocation but also
overall showing that these objects won't be reconstructed on the fly.

Remove this and change UseSendSideBwe() to also check config_.rtp.transport_cc.
Then you can call 
congestion_controller_->GetRemoteBitrateEstimator(UseSendSideBwe(config))
directly from the constructor.
