Add SEI to the list of packets counted as keyframe.

It's generated by some encoders between SPS/PPS and an IDR frame, so we should treat it like sps/pps.

There should be a bos@webrtc.org that includes both of you.

Also, let me know if you want a unit test. It didn't seem overly useful to
basically say "make sure SEI is in that switch statement", but I can add a
general one that feeds in individual (non-aggregated or fragmented) nals of
different types and checks keyframe or not.
