This is a quick follow-up to the GetBufferPaddingBytes CL
(https://codereview.webrtc.org/1602523004/).

modules_tests uses VideoProcessorIntegrationTest which uses VideoProcessorImpl,
these tests did not use the new padding.

(Uncomfortable about the idea about of EncodedImage data being allocated in
different places, but whatyougonna do?)

Theres some room for improvement around EncodedImage...
