Add empty placeholder files for remote audio tracks.
This is needed for Chromium so that we can roll, update libjingle.gyp and then continue.

Hej Henrik - can you take a look?
No code being introduced and the diff for the new files is only useful for
examining the license header.  The new files are new of course, so diffing
against a different file is only so useful :)
