PTAL, resolution constraints that we do wire up should be done through
WebRtcVideoEncoderFactory::VideoCodec (that has max_width/max_height_max_fps),
or if done through SDP preferably be set on the adapter.

noahric@ Are you guys fine with removing SetDefaultVideoEncoderConfig calls
downstream. I want this path to encode what it receives from the VideoCapturer
and remove the cropping paths etc.

Encoder limitations should be wired up through the encoder factory, input
limitations should be wired up through VideoAdapter. WDYT?
