Hooked up RtcEventLog. It lives in Voice Engine and pointers are propagated to ACM and Call.

Also, is nullptr a valid input value? Does that stop the logging in a controlled
manner?

It is valid to set a nullptr to stop logging. Added a comment here as well as in
the ACM header.
